Mayor Lori Woods made a proclamation to outgoing Vice Mayor Ed Wilson and presented the City of Signal Hill with the Centennial Time Capsule. The City Council approved the November 5th election results certified by Los Angeles County Registrar-Recorder Clerk, Dean C. Logan. Signal Hill voters elected Lori Woods, Robert Copeland, and Charlie Honeycutt to City Council unopposed and Daritza Gonzalez was elected for the first time defeating Sonia Savoulian 3795 to 1431. Although the City Council election was unopposed, Charlie Honeycutt is the sole new member of the City Council with his term expiring in December 2028. Also, Daritza Gonzalez was democratically elected for her term expiring in December 2028 after her partisan appointment by the local Democratic Party in 2023 via Mayor Lori Woods & Los Angeles County Supervisor Janice Hahn. The City Council approved $70,146 for municipal food distribution programs and for Americans for Disabilities Act (ADA) ramps and sidewalk construction. City Council Members are compensated at a rate of $794.40 per month.

The city had 21 proposals submitted with one withdrawn and the council narrowed possible selections down to five before awarding the contract not to exceed $80,000.00. Signal Hill awarded a Contract Services Agreement to Andrew Davis of Project Street Gold with an estimated completion time of April 2024. The City Manager authorized Signal Hill to enter into agreement with Dudeck per approval by the City Attorney for up to $336,423 for Professional Consulting Services. The nine-month agreement includes up to a three-month contingency period totaling $33,642.30. The duties of Dudek include updating the 2018 Water Master Plan (WMP) and 2019 Water System Rate Study. Additionally, Mayor Hanson honored the Signal Hill Police Department with a proclamation for Law Enforcement Records and Support Personnel Day on November 14, 2023. The City Council authorized Signal Hill to enter into a Contract Services Agreement with MVP Security Systems Incorporated (MVP) per approval by the City Attorney for up to $122,865.00 for Access Control Systems (ACS) software and partial hardware upgrades for the Police Station, Library, and City Hall including a contingency of up to 10%. The Signal Hill Police Department was initially awarded a $90,000.00 grant from the Office of Traffic Safety (OTS) Selective Traffic Enforcement Program (STEP). The program is used to fund traffic safety programs that counter driving under the influence and the award was increased by $30,000.00 per request to $120,000.00 total. The City Council entered into a Public Works contract agreement with TTS Engineering Incorporated (TTS) to construct the 33rd Street Water Main Replacement Project for 2,317,861.00 approved by City Manager Carlo Tomaino, including an additional $129,335.40 project contingency provision which funds originated from the American Rescue Plan Act. In addition, the City Council authorized the City Manager to execute and amend the agreement valid until June 30, 2024 with Long Beach Animal Control Services Bureau (LBACSB) for an additional $25,261.00. Also, the City Council authorized the City Manager to enter into a 90-day agreement with Vicon Enterprise Incorporated for $445,000. The agreement authorizes construction of the Fuel Station Canopy Replacement Project and includes up to a 10% contingency ($44,500.00). The City Council authorized a Professional Consulting Service Agreement with Bureau Veritas Technical Assessments LLC (BVTA) of $50,937.05 from November 2023 thru May 2024 with a contingency of up to $25,000.00 over six months if necessary. BVTA is contracted to prepare Signal Hill's first Facilities Master Plan (FMP). Signal Hill Historical Society presented on it's funding plan and proposal for public artwork at Heritage Point Park.
