The Signal Hill Police Department was initially awarded a $90,000.00 grant from the Office of Traffic Safety (OTS) Selective Traffic Enforcement Program (STEP). The program is used to fund traffic safety programs that counter driving under the influence and the award was increased by $30,000.00 per request to $120,000.00 total. The City Council entered into a Public Works contract agreement with TTS Engineering Incorporated (TTS) to construct the 33rd Street Water Main Replacement Project for 2,317,861.00 approved by City Manager Carlo Tomaino, including an additional $129,335.40 project contingency provision which funds originated from the American Rescue Plan Act. In addition, the City Council authorized the City Manager to execute and amend the agreement valid until June 30, 2024 with Long Beach Animal Control Services Bureau (LBACSB) for an additional $25,261.00. Also, the City Council authorized the City Manager to enter into a 90-day agreement with Vicon Enterprise Incorporated for $445,000. The agreement authorizes construction of the Fuel Station Canopy Replacement Project and includes up to a 10% contingency ($44,500.00). The City Council authorized a Professional Consulting Service Agreement with Bureau Veritas Technical Assessments LLC (BVTA) of $50,937.05 from November 2023 thru May 2024 with a contingency of up to $25,000.00 over six months if necessary. BVTA is contracted to prepare Signal Hill's first Facilities Master Plan (FMP). Signal Hill Historical Society presented on it's funding plan and proposal for public artwork at Heritage Point Park. Rasic Construction Company and T.E Roberts Incorporated not to exceed $200,000.00 each over a one-year period. The organizations are to provide water maintenance on demand and repair services to the City of Signal Hill. Both agreements allow for three additional one-year terms if negotiated or demanded for W.A. Rasic Construction Company and T.E Roberts Incorporated. The City Council entered into a Public Works contract agreement with CJ Concrete Construction Inc. to work on the Sidewalk Repair Project for 64,851.00 approved by City Attorney Alshire, including an additional $15,419.00 project contingency provision and up to a 30-day extension. In addition, the City Council amended it's contract for engineering services with W.G. Zimmerman Engineering, Inc. by $64,800.00 bringing the total to not exceed cost at $1,248,800.00. The Dominguez Channel, Los Angeles Harbor, and Long Beach Harbor need to be monitored for pollutants as to total maximum daily loads with cost shared. The City Council authorized the City Manager to enter into agreement with Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority (GWMA) to fund the Harbors Waters Toxic Pollutants TMDL compliance reporting and monitoring plan. The agreement includes the Memorandum of Understanding (MOU) to share the cost of the implementation plan and administration. The City Council authorized payment for emergency water leak repairs near the Reservoir Park area from funds coming from within the Water Department Repair Budget. Also, the term period of agreement with Mariposa for landscaping services was extended for one year through October 2024 with compensation increasing to $539,941.13. The Temple Reservoir water engineering services agreement fourth contract amendment with AKM Consulting Engineers term was extended for one year through July 11, 2024. The second contract amendment with Project Partners, Inc. includes additional compensation of $101,600 for professional water utility consulting support services for Water Superintendent. The third contract amendment includes additional compensation of $16,000 and a five-month term extension with MCM Managment Co. for the Well 10 Construction project. The City Council authorized the City Manager to enter into a three-year agreement with Studio Spectrum, Inc. for $198,088.79. The agreement includes purchase and installation of new video hardware and broadcast systems, which also includes the City Council Chamber, and control room equipment as well as providing streaming video services with closed caption included.
